Risk biotech does not deliver as expected and there is uncertainty over future structure and requirements of the industry. The net effect is that the skills produced are not required or are inappropriate for the type of industry that emerges. This makes Cell 3 an unstable outcome that reverts back to Cell 2 as supply structures re-adjust to requirements and students opt for courses offering better prospects. Cell 4. A successful biotech cluster begins to emerge in this cell due to availability of the required skills and the success of supporting policies. This represents the high equilibrium and is clearly the desired outcome. Once achieved, this is stable, although clearly not static, and the dynamic, clustering effect occurs. This leads to a strengthening of the systems that have produced these outcomes. Cell 5. This represents an option in the short-term to develop niche specialities in biotech. Policy initiatives operate in the short-term to attract the industry through the provision of reactor capacity for the production of large molecule proteins. This development would also complement certain existing skills in the labour force, such as experience in process development and pharmaceutical production. However, this is a short-term strategy only since industry investment plans indicate that the deficit in reactor capacity that provides this opportunity will probably be eliminated within five years. This specialism would be primarily for production but would also form the basis for clinical trials since reactor capacity is also required for this activity. This outcome is stable but is unsustainable in the longer-term. This is not to suggest that Ireland would be unable to retain the industry that had been attracted, but it is not a sustainable strategy for success since the competitive basis will be eliminated once the deficit is overcome. Cell 6. This cell is assumed to be empty since going ahead with attempting to develop the biotechnology industry though a comprehensive policy approach without paying attention to the need to reform the education sector would not be rational. It is arguable, however, that policy could attempt to guide the development of the biotech industry, but that the university system fails to deliver due to its own unwillingness or due to an inability to attract sufficient student numbers thereby undermining any effort at a proactive response. A considerable debate has taken place between industry and the formal education system over whose role the provision of a skilled workforce actually is. However, this debate is sterile and misses the point that, whatever the balance of the argument, in the absence of a properly trained and prepared workforce and skill-base, biotechnology will not develop in the optimal manner. The role of policy in.

More likely it is that the child could develop into an unhappy and unfulfilled adult. It is this statement that motivates why it is important for parents and in specific parents of children diagnosed with ADHD to be aware of the emotional needs of their children. An integral part of emotional security is based on the fact that the child is ensured of warmth, shelter, food and hygiene as prescribed in the Constitution of South Africa. The need for economic security as described by Raths 1972: 11 ; could affect the emotional security of children. Raths 1972: 54 ; states that the need for economic security can also be described as the need for basic physical care. Basic physical care provides the child with a sense of stability in the relationship with his parents. If the child experiences economic security and trust in those who provide in his physical needs the child believes that the care will continue. The need for economic security does not imply wealth but rather the assurance that basic needs would be met. Parents often discuss financial concerns, which could create insecurity in the child when overheard. The child diagnosed with ADHD requires additional attention for learning problems, medicine and higher fees due to tuition at private schools. Should the child experience that he places a burden on the family that cannot be afforded; the child may experience insecurity in the meeting of his economic needs, which could result in feelings of guilt and fear. 2.9.4 Nurturing and attachment and the ideal family and relenza.

From his experience as an agent, Segura knows that earning potential is a large part of the equation when MLSs are choosing professional affiliations. This is why the company offers agents a 50 split of all fees and income. "If we get 0, you're getting 0 [of that 0], " he said. "I don't think anyone does that. Others cut all the income stream off the top, and then do the split. "Our program is a true split of profitability including discount rates, transaction and statement fees, monthly minimums, voice authorizations, chargeback fees and a variety of other revenue streams." While there are other companies that offer a greater than 50% split, Segura explained that Group ISO uses its 50% to provide ISO support. "I know other people pay 70 to 80%, " he said. "We pay 50%, but we are true partners; we take care of the backend. We take care of the processing, setting up new accounts, issuing merchant numbers, agent relations, answering new ISO and restasis.

One of the few areas in which intensive care knowledge and technology have had a clear and beneficial effect on outcomes is in the management of high risk surgical patients. In this group, relatively simple interventions, such as maximisation of circulating volume and oxygen supply, have consistently led to reduced morbidity and improved survival19"21. The fact that similar interventions applied later in the course of established sepsis and multiple organ failure22 * 23 appear to be of benefit strengthens the argument for a pro-active approach to and revlimid.

What drives interest rate volatility? In an OECD country with a flexible exchange rate one would consider short term domestic interest rates to constitute a measure of monetary policy. In emerging market economies this might not be the case, whatever the exchange rate regime. Especially for highly indebted countries like Argentina and Brazil, developments in international financial markets might be much more important. Both exchange rates and interest rates can shoot up if foreign financing is no longer available contagion after the Asian and Russian crisis ; or the perception in international financial markets of the country's political and economic future changes witness the 30 % depreciation of the real when present-day president Lula da Silva had a lead in the opinion polls ; . It can by now be considered a stylized fact that exchange rates are "disconnected" from fundamentals e.g., Obstfeld and Rogoff, 2000 and the July 2002 issue of the Journal of Monetary Economics ; . To a certain extent, section 5 below gives additional support to this view using the second statistical moment. It finds that there is a significant correlation between exchange rates and monetary policy but that this correlation cannot be interpreted in the sense of a direct bilateral causal relationship. Third variables like the constant threat of a speculative attack on emerging market economies can actually cause a co-movement of exchange rates and interest rates, which does not exist for developed economies as reported by Belke and Gros 2002a ; . They find that the correlation coefficient between the volatilities of the bilateral dollar euro exchange rate and the respective interest rate differential is essentially zero around 0.1.
